it in people's resumes, but no references as to where they've obtained this
certification.

It's a buzz word, do a search for the term but add site:google.com and you
will find 0 results, so I would be suspect.

Could it mean they have experience in posting spam
through Google Groups, and the Google Groups
abuse department has shut down at least one of
their Google Groups accounts, which they define as
being certified as a spammer?
